Module/course Summary

Organizations and administrations in Western countries public sectors have undergone a vast and profound movement of transformation over the last decades. This movement can be related to the diffusion of ideas about the necessary improvement of the efficiency and effectiveness of public sector entities through the implementation of new or private-sector management techniques and principles, in a context of tighter economic constraints on public funding and financing. This managerial transformation of the public sector has often been referred to as New Public Management.
Over the years, a wealth of tools, techniques, forms and principles have been developed and implemented in and for public sector organizations, and research has been very active in analyzing the stakes, outcomes, pitfalls and challenges of public sector transformations. While studies have underlined the positive effects of the introduction of performance management in the public sector, others have been more critical about the actual outcomes of managerial changes inspired by New Public Management principles.
In this course, we will study the history, scope and contexts of the diffusion of performance management in public sector organizations, analyze implementation processes, and assess their likely and/or actual impacts and outcomes in terms of managerial and operational practices.
